We are seeking a Manpower Specialist to support Manpower Planning efforts for the Defense Healthcare Agency (DHA) Health Information Technology (HIT). Successful candidate will provide functional expertise in professional manpower, organizational design, and management engineering support. Manage and track personnel and manpower activities for all J-6 military personnel (USA, USN, USAF, USPHS, active/reserve). Performance management; recognition; quality force indicators; promotion boards; reserve duty; assignments/requisitions; position descriptions; stratifications; etc. Manpower actions (FMTS, JTD, JMD, JDAL). Nominative positions. Liaison with Military Personnel Services Division and Services. Translate HIT requirements to resource specific requirements. Requirements Include must be familiar with DoD Manpower Management, manpower programming, and manpower analysis principles. Demonstrated experience in a federal environment and a solid understanding of resource management processes. Demonstrated expertise with developing meaningful presentations to leadership. Ability to utilize standard Manpower reporting tools. Background in Military Human Resources is required. Bachelor’s Degree. 5+ years of experience.

Successful candidate will coordinate deliverables review and metrics reporting and lead the identification, assessment, mitigation, and tracking of program/project risk to the enterprise and its products and services. Manage the in-/out-processing program for the organization. Conduct annual and ad hoc Action Officer training. Produce relevant daily and ad hoc reports as requested by the client(s). Requirements include familiarity with the DoD Manual for Written Material: Correspondence Management. Team-work mentality with knowledge sharing capabilities and able to successfully work under pressure. Extensive administrative knowledge with focus on attention-to-detail. Demonstrated experience in working actions (projects). A minimum of 4-5 years of experience in a professional administrative environment. Assist, advise, and counsel military personnel on matters that concern them in the military community. Initiate and maintain personnel records of military members. Collect and furnish management data changes to servicing personnel systems management offices. Maintain files of correspondence, regulations, directives, letters and other publications pertaining to personnel administration. Advise personnel on special assignments, promotions, training programs, duty selection, restrictions and other personnel functions. Requirements Include 10 or more year’s experience as a military human resources specialist (Army: 42A, Air Force: 3S or Navy: Personnelman (PN) or government series GS-0201). Training and Education commensurate to grade or GS level; Bachelor’s degree (preferred). Proficient with MS Office (Excel, Power Point, Word, Outlook). Ability to undergo a background investigation which requires US Citizenship.
