Axiom Resource Management is seeking a Congressional Liaison to support the DoD Healthcare Management Systems (DHMS) Program Executive Office. 

Successful candidate will:

  • Advise senior DHMS leaders on legislative strategies and tactics to promote DHMS and its mission to Congress.
  • Track legislation and other Congressional activities affecting the program.
  • Prepare senior DHMS leaders for Congressional hearings and meetings by drafting testimony, analyzing the positions, issues and concerns of Members of Congress and developing proposed responses to questions, requests for information and questions for the record.
  • Draft and coordinate the timely submission of recurring reports to Congress. 
  • Monitor, track and help respond to formal inquires submitted by Government Accountability Office and the Department of Defense Inspector General.

Requirements include:

  • At least 4 years of experience working on Capitol Hill.
  • Outstanding oral and written communications skills.
  • Experience using Microsoft office and collaboration tools (e.g. SharePoint).

We are seeking a Senior Policy Analyst to provide executive level healthcare policy and reimbursement analysis, oversight of programs/projects, and other comprehensive policy and program management support for the TRICARE Health Plan Division, Policy and Programs Section (P&PS).

The Successful Candidate will:

  • Provide administrative support to Chief, Policy and Programs and section members in order to improve efficacy and efficiency of operations. 
  • Draft responses and papers, editing, scheduling, coordinating leadership approval using Defense Healthcare Administration (DHA) systems. 
  • Maintain timeframes, objectives and consistent communication with Section Chief and section members.
  • Perform research, write, develop, and coordinate program and policy changes and initiatives for new and emerging legislative or agency guidance. 
  • Conduct research, review and analysis on problems and highly complex issues raised to the Policy and Programs Section in order to provide leadership with productive recommendations. 
  • Initiate practical recommendations for policy updates based on analysis of customer service inquiries, coordination within DHA and with other agencies, legislation and administrative proposals, and operational experience. 
  • Review literature and Federal Register publications to evaluate the effectiveness and efficiency of adopting new policy and/or changing or updating existing policy.
  • Develop or draft information and decision papers on TRICARE policy issues which take into account DHA’s mission and varied stakeholders. 
  • Assist in writing requirements to support TRICARE program function within P&PS’s purview. 
  • Develop responses to inquiries from military services, Congress, Office of Management and Budget (OMB), Government Accountability Office (GAO), and other governmental and nongovernmental agencies regarding TRICARE policy issues and provide those entities administrative support, coordination, advice, and evaluation relative to the same.
